The SLSA repository's README says that SLSA is an [OpenSSF](https://openssf.org) project, and points to <https://github.com/slsa-framework/governance> for its governance, including the current steering committee members.

It publishes the [SLSA specification](../references/slsa-specification.md). Content contributed after the project adopted the Community Specification governance model is under the [Community Specification License 1.0](https://github.com/slsa-framework/slsa/blob/main/LICENSE.md). Pre-existing portions from contributors who have not contributed again under that license are under the Apache License 2.0.
